Dear Bidders!

Mandatory conditions:
• Payment procedure and terms - in accordance with the conditions specified in the description (name) of the lots.

• Interim financing is carried out on the basis of the accepted stage (the stage is spelled out in the contract) or on the basis of the accepted percentage (no more than 2 times a month).

• Provision of a Bank guarantee for the total amount of advance payments, if the agreement provides for an advance in the amount of 10 million rubles or more. Provision of a Bank guarantee is regulated by the Annex to the agreement "Conditions for an independent (bank) guarantee".

• Payment of the Guarantee amount in the amount of 5% of the Contract value is carried out in the following order:
- Payment of the first part of the Guarantee Amount in the amount of 5% of the cost of the work (set of works /section in accordance with the breakdown in the Contract) is made in a one-time payment between the 360th and 365th day from the date of signing by the parties of the act of delivery and acceptance of the facility into warranty operation, subject to the elimination by the General Contractor of all comments of the Acceptance Commission, as well as other reasonable comments of the Customer to the results of the Work, for which the General Contractor is responsible during the Warranty Period of the Facility.
- Payment of the second part of the Guarantee Amount in the amount of 5% of the cost of the work (set of works /section in accordance with the breakdown in the Contract) is made in a one-time payment between the 360th and 365th day from the date of signing by the parties of the act of delivery and acceptance of the facility into warranty operation, subject to the elimination by the General Contractor of all comments of the Acceptance Commission, as well as other reasonable comments of the Customer to the results of the Work, for which the General Contractor is responsible during the Warranty Period of the Facility.
This condition is included in the agreement if the amount of the agreement is equal to or exceeds 20,000,000 rubles.

• The warranty period for the work performed is 24 months

• Term of works:
- Design - 12.10.2023 - 04/03/2024,
- SMR: first stage - 04/24/2024 - 12/05/2024,
second stage - 01/23/2025 - 07/09/2025,
- Call for Bidding of equipment - from 12/27/2023.
In accordance with the attached work schedules.
The order and schedule of work must be agreed with the Customer.

• Estimated start date of the project:
- Design - 12.10.2023,
- SMR: the first stage - 24.04.2024, the
second stage - 23.01.2025.
In accordance with the attached work schedules.

• To start work on the second stage only after receiving a written notification from the Customer

• Mandatory provision:
- information about work experience (reference list of completed projects, objects for the last 3 years),
- a list of equipment available and information on the number of ITR. "

• Additional requirements for the Contractual counterparty:
1. Turnover over the past two years is at least 1 billion rubles / year.
2. Experience in the design and construction of new RC, with an area of more than 10,000 m2, over the past 3 years.

• The type of activity of the organization must correspond to the declared lot.

• The need for accreditation in JSC "Tander" for construction and repair in large formats to review the results of the tender and further work
(the deadline for submitting a complete set of documents for accreditation is no more than 7 c.d.)

• The level of responsibility of the SRO (SMR and PS, II) at the time of conclusion of the Contract should correspond to the cost of the work performed

• Consent to the terms of the contract and the financing procedure.

• The original Contract signed by the counterparty must be received by the Customer no later than 7 calendar days from the date of sending the specified document to the Contractor

• Agreement with the prices for additional works according to Appendix No. 3

• The cost of additional work is formed on the basis of the estimated calculation according to the GESN (see Appendix No. 3), made under the terms of the annex to the contract "Procedure for determining the estimated cost of general construction and special works". It is agreed with the customer before the start of work and is formalized by an additional agreement. The main coefficients are indicated in additional fields

• The amount of workers' wages (cost per person/hour) in rubles (for additional work) see Appendix No. 3

• The amount of transportation costs in % of the cost of materials (for additional works) see Appendix No. 3

• The amount of transportation costs in % of the cost of equipment (for additional work) see Appendix No. 3

• The amount of procurement and storage costs in % of the cost of materials, products and structures (for additional work) see Appendix No. 3

• The amount of procurement and storage costs in % of the cost of equipment (for additional work) see Appendix No. 3

• The amount of procurement and storage costs in % of the cost of metal building structures and rolled metal (for additional work) see Appendix No. 3

• The amount of expenses for temporary buildings and structures in % of the estimated cost of works (for additional works) see Appendix No. 3

• The amount of costs incurred in the production of work in winter (for additional work) see Appendix No. 3

• The validity period of the Commercial Proposal is at least 1 month

• Availability of a license of the Ministry of Emergency Situations from a contractual counterparty involved in the production of work on PB systems, to perform work on installation, maintenance and repair of fire safety equipment for buildings and structures

• Removal and disposal of construction debris resulting from construction and installation work. Daily post-construction cleaning of the premises before opening

• Cleaning and removal (if necessary) of snow from the new landscaping area before the Working, Final Commission is carried out by the General Contractor

• Mandatory completion of the Application 6.3. Bidder card for non-accredited Contractual counterparty

• Mandatory provision of a package of documents for accreditation, for non-accredited Contractual counterparty (According to the file "Documents for ContractualCounterparty for accreditation")




Other requirements:
• Absence of problematic objects of JSC "Tander" according to the main criteria: there is no judicial / pre-judicial work with the contractual counterparty, the absence of unresolved critical comments (indicated in the act of the final commission, etc. in a similar document), etc.

• Affiliated (related) persons cannot participate in the procurement procedure at the same time.
Otherwise, it is considered as a restriction of competition and is the basis for withdrawing all affiliated Bidders from participation in the procurement procedure.

• According to the results of the competition, it is possible to appoint a reserve counterparty.
Criteria for the transition from the main counterparty to the reserve counterparty: non-fulfillment of the terms of the agreement by the main counterparty, refusal of the main counterparty to sign the agreement.
Switching to a backup counterparty is possible before signing the access certificate / acceptance certificate of the construction site.
The appointment of the Company as a reserve will be carried out only with the prior consent of the counterparty with the designation of the possible transition period (provision of a letter of guarantee from Contractual Counterparty).

• If necessary, the contractual counterparty, at its own expense, establishes a temporary structure (cabins, sheds) for the period of work
