Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Dear Suppliers!

Requirements for participants in the competition:
1.        The cost of the contract in rubles, fixed, including taxes and other costs associated with the performance of work.
2.        Lot # 1 - Requirements for the terms of payment when concluding a contract: Advance payment no more than 30% of the contract value. The final settlement under this Agreement is made by the Customer after 10 banking days from the date of signing by both Parties of the Certificate of acceptance of the work performed.
3.        Lot No. 2 - Requirements for the terms of payment when concluding a contract: 100% payment is made by the Customer upon expiration of 61 calendar days from the date of signing by the Parties of the Certificate of Completion
Documentation requirements for participation in the competition:
1.        The commercial proposal must be submitted according to the design assignment. Taking into account the fulfillment of the bill of volume of work.
The offer can be supplemented by the participant at his discretion.
2.        Attach valid licenses and permits to carry out activities
3. Attach information about work experience (reference list of completed projects, objects for the last 3 years)
4. Attach information about the experience of passing the state or non-state examination of project documentation

Participation is free
EDS is not required
The procurement participant can repeatedly improve his price offer until the end of the submission of bids.
Only one legal entity can participate in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as restriction of competition and is the basis for the withdrawal from the competition of all affiliated participants.
