Ranking of bids

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:The Customer shall make payment under the Contract by transferring funds to the Contractor's settlement account within 80 (eighty) calendar days after the Parties sign the Acceptance of Completed Work Act (form No. КС-2) (for design and survey work only the Acceptance Certificate executed works) and Information on the cost of works performed and costs (form No. КС-3), provided that there is a corresponding invoice of the Contractor. The customer makes payment in the amount of 90%, including VAT, of the cost specified in the Certificate of Cost of Works and Costs (Form KS-3) (for design and survey work - specified in the Certificate of Acceptance of Completed Work) signed by the Parties . The final settlement under the Agreement is carried out in accordance with clauses 5.7.-5.11., 5.13. Contracts

Comments:
To obtain the Terms of Reference, it is necessary to sign the "Agreement on the transfer, non-disclosure and protection of information constituting a trade secret" (hereinafter the "Confidentiality Agreement"). !!! The scan of the signed Confidentiality Agreement should be sent by in-system message to the responsible buyer.
The request for proposals is not a tender (tender, auction) in accordance with Articles 447 - 449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057-1 1061 of the Civil Code of the Russian Federation or other regulated procurement procedures (procurement methods) provided for by the legislation of the Russian Federation .
The organizer has the right to refuse to conduct a request for proposals, as well as complete the procedure for requesting proposals without concluding an agreement on its results at any time, while the organizer does not reimburse the participant for expenses incurred in connection with the preparation and participation in the request for proposals. The Organizer has the right to amend the Notification and Documentation, as well as to extend the deadline (date and / or time) for submission of Proposals.

Обоснование: По результатам открытого запроса предложений на электронной торговой площадке АО «Центр развития экономики» (В2В) соответствует только одно предложение от компании АО «ЛЕО ТЕЛЕКОМ» г. Москва. Проведение новых процедур нецелесообразно, т.к. отсутствуют лимиты времени, а представленное предложение АО «ЛЕО ТЕЛЕКОМ» полностью соответствует техническим требованиям Заказчика
