2. A commercial proposal must be prepared in accordance with the requirements of the attached Terms of Reference. with the application of qualification documents:
• The Contractor has a license for security activities and activities for the installation, maintenance and repair of fire safety equipment, as at the facilities the burglar alarm is combined with a fire alarm.
• The Contractor (Legal Entity) has membership in the SRO.
• The presence of engineering and technical personnel of the organization (or partners with whom long-term contracts are concluded), the qualifications of which are confirmed by diplomas of technical education, certificates in the field of electronic security systems, certificates of advanced training in the field of security systems. Supporting documents must be provided (copies of diplomas, copies of work books, copies of certificates, copies of certificates).
• The Contractor has experience in the installation of security, fire and alarm systems and the commissioning of objects at the central monitoring station of a security organization.
• The Contractor has equipment, vehicles to perform the services set forth in the Terms of Reference.

This procedure is not a competition, its conduct is not regulated by Articles 447–449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
