Comments: This notice request for proposals is not a notification of tenders and does not impose on the organiser of the customer's purchase or obligation to conclude a treaty with an individual application which is recognized as the best.
This RFP procedure is not a tender, and is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1061, Part 2, of the Civil Code of the Russian Federation. Thus, this procedure for requesting proposals will not impose on the customer adequate civil legal liabilities.
Procurement is carried out in electronic form (Application of the participant is provided only in electronic form through the functionality of the ELECTRONIC B2B MRSK. Party application on paper is not available).
The customer has the right to abandon the request for proposals at any stage prior to the signing of the Protocol on the winner's option, without incurring any liability to participants in the request for proposals, or by third parties to whom such an action may bring losses.
Details, including the number of delivered goods, the volume of performed works, rendered services specified in annex No. 1 to the procurement documentation "requirements specification".
Terms of the contract according to the results of the purchase are specified in annex No. 2 to the procurement documentation "draft Treaty".
Before selecting the winner of the Procurement, the Board may require from any party requesting proposals, confirm that it conforms to the qualification requirements (post-qualification). Post-qualification is held according to the criteria specified in the procurement documentation. Post-qualification may be carried out on all criteria and selectively. The refusal of the party from postkvalifikacii may be regarded by the Commission as providing procurement information known to be false. The application of the participant request for proposals did not meet the requirements specified in the procurement documentation will be rejected.
