5. Ensuring order in places of public events.
6. provision of intra-object and access control regimes at facilities, with the exception of facilities provided for in clause 7.
- Experience in the provision of property protection services, protection of life and health of citizens of similar nature, volume and degree of complexity of security services - for the last 3 years.
- Existence of a valid accreditation as an organization providing security services at Avangard ACS.
- Full liability to the customer. The presence in the administrative apparatus of specially designated employees conducting inspections of duty on the objects of protection.
- The presence of uniforms (name / emblem on clothes is necessary) depending on the season, the place of service, the tasks of the guard. The head of the security company must have a higher education, a new type of security certificate with a mark on passing the advanced training courses for the heads of private security organizations and certificates of completion of the advanced training courses for the heads of security organizations;
- The authorized capital of the security company must be at least 250,000 rubles. to enter into a contract with the security company on the following conditions:

- Characteristics of the services provided: Ensuring prompt response to emergencies at the Customer’s Protected Objects and enhancing the duty shift, suppressing offenses and crimes against the Customer’s property, life and health, ensuring the protection of public order, safety of the Customer’s employees and visitors at the Protected objects.

- Application form - free written form. The request for proposals is not bidding and the requirements of Articles 447–449 of the Civil Code of the Russian Federation do not apply to it. The organizer of the request for proposals is not obliged to choose the winner of the procedure and has the right to complete it, rejecting all submitted applications. However, the choice of the winner of the procedure by the organizer of the request for proposals is an acceptance of the offer of the participant recognized as the winner, with the result that, in accordance with the rules of chapter 28 of the Civil Code of the Russian Federation, the customer and the winner of the request for proposals arise mutual rights and obligations to execute the contract that is the subject of this request for proposals.
In accordance with Articles 435, 437 and 438 of the Civil Code of the Russian Federation in relation to the procedure for requesting proposals:
• The publication of the request for proposals by the Organizer of the Procedure is an invitation to participants to make offers;
• The application of the participant is an offer of this participant. This means that this Participant in the request for proposals will be obliged to conclude an agreement with the customer on the conditions contained in his application, if his offer is accepted by the Organizer of the request for proposals. Offers are always sent by participants in the request for proposals to the Organizer of the request for proposals;
• The selection of one of the participants by the winner is an acceptance by the Organizer of the request for proposals for the offer of the participant.
The choice of the winner / winners of the request for proposals is carried out according to a set of criteria established by the Organizer (if the participant in the request for proposals and his application complies with the documentation requirements.
