Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Request for proposals is not a tender (tender, auction) in accordance with Articles 447 — 449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057 — 1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided by the legislation of the Russian Federation.

The Organizer has the right to refuse to carry out the request for proposals, as well as to complete the procedure of request for proposals without concluding the contract on its results at any time, and the Organizer does not reimburse the costs incurred by the State party in preparing and participating in the request for proposals procedure.$ Bidding organizer has the right to amend the Announcement and Documentation, as well to extend the period (date and/or time) for submission of Proposals.

SPECIAL CONDITIONS for the preparation of the offer.

For detailed preparation of the proposal, for the maintenance of the forbidden zone and exclusion zone in the operating zone of ITSO, according to the Technical instructions of the Customer, at the stage of the procurement procedure to the Participant it is necessary to visit the site in order to obtain the most objective assessment of the volume of services, materials and equipment.

The bidder must:
1. Send a qualified representative to the city. Sharypovo, Krasnoyarsk Territory, branch "Berezovskaya GRES", about what to inform the Customer in writing.
2. The letter is issued on the letterhead of the organization, indicating the name of specialists, positions, purposes of arrival and dates of visit.
3. When visiting and familiarizing with the object, to determine the scope of work performed and formation of the TCH, it is necessary to provide the signed by the General Director (other authorized person) and certified by the seal of the organization - "Agreement on the transfer, non-disclosure and protection of information constituting a trade secret" (see attached file)
4. Together with the representative of the Customer, to conduct a survey of the forbidden zone and exclusion zone in the operating zone of ITSO branch of "Berezovskaya GRES".
