Ranking of bids

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:The Customer makes payment under the Agreement by transferring funds to the Contractor's current account within 80 (eighty) calendar days after the signing by the Parties of the Act on acceptance of work performed (form No. KS-2) and the Certificate of cost of work performed and costs (form No. KS-3 ) subject to the availability of the Contractor's corresponding invoice. The customer makes a payment in the amount of 90%, including VAT, of the cost specified in the Certificate on the cost of work performed and costs (form KS-3), signed by the Parties.

The terms of reference are provided after signing the "Agreement on the transfer, non-disclosure and protection of information constituting a commercial secret" (hereinafter the Confidentiality Agreement). !!! The scan of the signed Confidentiality Agreement must be sent by an intra-system message to the Contact person.
A request for proposals is not a tender (competition, auction) in accordance with Articles 447–449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057–1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided for by the laws of the Russian Federation .
The organizer has the right to refuse to conduct the request for proposals, as well as to complete the request for proposals without concluding an agreement on its results at any time, while the organizer does not reimburse the participant for the expenses incurred in connection with the preparation and participation in the request for proposals. Bidding organizer has the right to amend the Announcement and Documentation, as well to extend the period (date and/or time) for submission of Proposals.
