Ranking of bids

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:The Customer shall make payment under the Contract by transferring funds to the Contractor's current account within 80 (eighty) calendar days after signing by the Parties of the Certificate of Acceptance works (form № KS-2) (for design and survey work only the Certificate of Acceptance of performed works) and the Certificate of the cost of performed works and expenses (form № KS-3) in the presence of the corresponding invoice - Contractor's invoice (if it is subject to issue according to clause 5.3 of the Contract). The customer pays in the amount of 90%, including VAT, of the cost specified in the Certificate of the cost of performed works and expenses (form KS-3) (for design and survey works - specified in the Certificate of delivery -acceptance of performed works),

Comments:
To receive the Terms of Reference it is necessary to sign the "Agreement on the transfer, non-disclosure and protection of information constituting a trade secret" (hereinafter the Agreement on confidentiality).!!! The scan of the signed Privacy Agreement must be sent by an internal message to the responsible purchaser.
Request for proposals is not a tender (tender, auction) in accordance with Articles 447 — 449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057 — 1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided by the legislation of the Russian Federation.
The Organizer has the right to refuse to carry out the request for proposals, as well as to complete the procedure of request for proposals without concluding the contract on its results at any time, and the Organizer does not reimburse the costs incurred by the State party in preparing and participating in the request for proposals procedure.$ Bidding organizer has the right to amend the Announcement and Documentation, as well to extend the period (date and/or time) for submission of Proposals.
