This procedure for requesting proposals is not an offer, an invitation to make an offer, acceptance of an offer or an invitation to bid, it is not subject to Articles 447-449 of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation.
Thus, this request for proposals procedure does not impose on the Customer any civil and legal obligations in respect of the Procurement Participants or third parties to whom such action may cause losses.
The customer is not liable to enter into any transactions based on the results of the request for proposals procedure, has the right to refuse all received offers (applications) for any reason or to terminate the request for proposals procedure at any time without notifying the Procurement Participants and does not bear any responsibility before Participants or third parties to whom such actions may cause damage. The customer also does not incur any obligation to reimburse bidders or other third parties for any costs or any losses associated with participation in the procedure for requesting proposals. A procurement participant, by participating in the request for proposals procedure, confirms that he is familiar and agrees to these conditions.

The organizer has the right to hold the 2nd stage (rebidding) in case of getting an unsatisfactory result at the first stage. No more than 30% of applicants with the best prices from the total number of participants will be allowed to rebidding. The winner of the procedure will be recognized as the proposal of the applicant who offered the best conditions in accordance with the requirements and criteria of the procedure.

Evaluation and selection criteria:
1. Compliance of the subject of procurement with the requirements of Management Company "Agroholding Kuban" for quality (compliance with the requirements of the TZ);
2. Cost of the proposal;
3. Terms of payment and delivery;
4. Experience. Company reputation;

If the documents uploaded to the site are signed with an EDS, it is NOT REQUIRED to further certify them with the signature of the manager and the seal of the organization. If the EDS is not used, then it is necessary to upload scanned documents with printing and signature.

At this stage, the participation of suppliers without EDS is allowed.
