Comments: PJSC VimpelCom invites companies to participate in the preliminary qualification selection of a procurement event for the Selection of a contractor for the supply of equipment and software, design, construction, installation and commissioning of an Automated Information and Measurement System for Commercial Electricity Metering (AIIS KUE) with energy management functions for the facilities of PJSC VimpelCom.
Geography of Purchase – all regions of the Russian Federation.
The preliminary validity period of the Purchase results is 3 years.
A detailed description of the subject and the volume of the Purchase is specified in the Terms of Reference.
Stages of implementation:
1. Qualification (documentary confirmation of qualification requirements, compliance with block factors) and the formation of a preliminary list of Participants.
2. Commercial stage (request for proposals among Qualified Participants).
3. Selection of the winner, testing (if necessary).
4. Conclusion of the contract.
At this stage, the Qualification and formation of a preliminary list of Participants in the procurement event is carried out.

Based on the results of checking for the presence (absence) of interaction risks and consideration of the submitted documents for Qualification, VimpelCom forms a list of Participants who meet the mandatory technical and commercial requirements. Such Participants will be able to participate in this Purchase. Each Participant will be notified in writing about the result of the Qualification.
To apply for participation in the Qualification, it is necessary to place the following completed documents in this announcement by 23:59 (Moscow time) on September 13, 2022:
1. Read and fill out the Documents for participation (including the participant's Questionnaire, the participant's compliance with the requirements of the procurement event) by submitting in TWO formats: PDF (scanned with signature and seal) and Word.
2. Accept the Requirements of VimpelCom, reflected in the attached documents, or provide a reasoned proposal for making changes /clarifications to the Requirements. VimpelCom, for its part, considers such proposals/changes and notifies the Participant of acceptance/rejection of the specified proposals/clarifications of the Participant.
3. Send the completed and signed Qualification Questionnaire in TWO formats: PDF format (scanned with signature and seal) and EXCEL. The questionnaire must be filled out by specifying the answer opposite each criterion, if there are comments on the criterion, reflect it in the "Comment" field. Please note that the “Block Factor” criterion is a mandatory compliance criterion.
4. Send supporting documents in accordance with the points of the Qualification questionnaire.
!!! It is mandatory to indicate the name of the supporting document/folder/archive in the qualification questionnaire opposite each item. In turn, the supporting documents should be systematized into folders, the name of which corresponds to the paragraph of the requirements of the qualification questionnaire, the folders should be placed in the archives.
Completed and signed documents in the specified formats may be placed in this announcement during its entire validity period or sent by e-mail VimpelCom_Energy@beeline.ru , specifying in the subject of the letter "[Name of the supplier]. AIIS KUE". The total size of the letter when sending documents to the mail should not exceed 10 MB (if necessary, you can send several letters).
