This procedure does not impose obligations on the organizer to conclude a contract. This procedure is not a notice of a tender (public tender) or a public offer and is not governed by Art. 447 - 449, part 1 of the Civil Code of the Russian Federation, Art. 1057 - 1061 h. 2 of the Civil Code of the Russian Federation.
