Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:
Advance payment - 40% of the amount, payment of 30% of the amount upon notification of readiness, payment of the remaining amount - within 15 days from the date of acceptance.
Delivery terms:
1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. The supplier of the product must be the manufacturer, or the official dealer of the manufacturer, or the distributor, or the supplier providing an authorized letter or contract of sale with the official manufacturer (the participant provides the supporting documents at the same time as the application).
3. For their proposals in electronic form, participants in this procedure must fill out the "TCH Form" (see "Appendix Form 5.1 TKP" in the "procurement documentation" section), sign with an authorized person, certify the participant’s organization with the seal and attach to the submitted application (Excel format and PDF format).
In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
4. Priority offers are with a full assortment and quantity of products.
5. The validity period of the suppliers' quotation is at least 60 days.
6. Products cost shall be fixed for the entire delivery period (written confirmation).
7. Offered products, including analogues, must comply with the stated technical requirements and also meet the requirements of certificates of conformity.
8. Tare and packaging must comply with GOST 15846-2002.
9. This request for proposals is not a notice of a tender (public tender) or
public offer and is not regulated by Art. 447 - 449 h. 1 of the Civil Code of the Russian Federation, Art. 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus,
The specified procedure does not impose on the Organizer an appropriate amount of civil
obligations and reserves the right to refuse all proposals received for any reason
or terminate the selection process at any time without incurring any responsibility to the Participants.

4. Priority is given to full offers, as per specification.
5. The validity period of the suppliers' quotation is at least 50 days.
6. Products cost shall be fixed for the entire delivery period (written confirmation).
7. Offered products, including analogues, must comply with the stated technical requirements and have valid TRTS certificates of compliance.
8. This request for proposals is not a notice of a tender (public tender) or
public offer and is not regulated by Art. 447 - 449 h. 1 of the Civil Code of the Russian Federation, Art. 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus,
