Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Prepayment - 50%, payment of the remaining amount - within 30 days from the date of delivery.

Products are delivered by the Supplier’s vehicles to the Buyer's on-site warehouse (Novy Urengoy 80 km along the existing paved road, delivery card attached). The costs of delivery of products to the buyer's on-site warehouse should be included in the cost of production.

Comments:
1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. The supplier of the product must be the manufacturer, or the official dealer of the manufacturer, or the distributor, or the supplier providing an authorized letter or contract of sale with the official manufacturer (the participant provides the supporting documents at the same time as the application).
3. Before submitting envelopes, participants of this procedure MUST attach a Partner Card and a file in the form of a scanned copy of their commercial proposal (indicating delivery dates), signed by an authorized person and certified by the seal of the organization-participant of this procedure, to their proposals in electronic form. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
4. Priority offers are with a full range of products and quantities.
5. The validity period of the suppliers' quotation is at least 30 days.
6. Products cost shall be fixed for the entire delivery period (written confirmation).
7. Offered products, including analogues, must comply with the stated technical requirements.
8. Tare and packaging must comply with GOST 15846-2002.
9. This request for proposals is not a notice of a tender (public tender) or
public offer and is not regulated by Art. 447 - 449 h. 1 of the Civil Code of the Russian Federation, Art. 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus,
The specified procedure does not impose on the Organizer an appropriate amount of civil
obligations and reserves the right to refuse all proposals received for any reason
or terminate the selection process at any time without incurring any responsibility to the Participants.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
