Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Advance payment - 30%, payment of the remaining amount - within 30 days from the date of delivery.
Delivery terms:Delivery time: Within 30 calendar days from the date of prepayment.
Products are delivered by the Supplier’s vehicles to the Buyer's on-site warehouse (Novy Urengoy 80 km along the existing paved road, GPS coordinates of the acceptance site: 66.504654, 76.898895).
The costs of packaging and delivery of products to the buyer's on-site warehouse should be included in the cost of production.

Comments:
1. Ask technical questions about the procedure using the ETP functional (clarification requests).

2. The supplier of the product must be the manufacturer, or the official dealer of the manufacturer, or the distributor, or the supplier providing an authorized letter or contract of sale with the official manufacturer (the participant provides the supporting documents at the same time as the application).

3. Requirements for the preparation of a technical and commercial proposal, a list of necessary documents from the Participant of the request for proposals (EE, IP), the signing of the Supply Agreement are indicated in this Documentation - Appendix No. 3.
In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.

4. Priority offers are with a full assortment and quantity of products.

5. The validity period of the suppliers' quotation is at least 30 days.

6. Products cost shall be fixed for the entire delivery period (written confirmation).

7. Offered products, including analogues, must comply with the declared technical requirements. Preference is given to products confirmed by the Certificate of Conformity SDS Intergazsert.

8. This request for proposals is not a notice of a tender (public tender) or
public offer and is not regulated by Art. 447 - 449 h. 1 of the Civil Code of the Russian Federation, Art. 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus,
The specified procedure does not impose on the Organizer an appropriate amount of civil
obligations and reserves the right to refuse all proposals received for any reason
or terminate the selection process at any time without incurring any responsibility to the Participants!
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
