Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Advance payment - 10% of the delivery amount. Payment of 40% of the delivery amount before shipment. Payment of 50% of the delivery amount within 10 days from the date of acceptance of the goods by the Buyer.
Delivery terms:Delivery time: Within 10 calendar days from the date of the conclusion of the contract and the advance payment. Delivery to the destination.

Comments:
1. Ask technical questions about the procedure using the ETP functionality (requests for clarification).

2. The supplier of the products must be the manufacturer, or the official dealer of the manufacturer, or the distributor, or the supplier who provides an authorized letter or sales contract with the official manufacturer (the participant provides supporting documents simultaneously with the application).

3. Requirements for the preparation of a technical and commercial proposal, a list of necessary documents from the Participant of the request for proposals (legal entity, individual entrepreneur), the signing of the Supply Agreement are specified in this Documentation - Appendix No. 3.
In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.

4. The priority offers are offers with a full range and quantity of products.

5. The period of validity of the suppliers' price offer is at least 30 days.

6. Products cost shall be fixed for the entire delivery period (written confirmation).

7. Offered products, incl. analogues must comply with the stated technical requirements.

8. In case of submitting offers for similar products from bidders with a cost of more than 15% lower than the limit value specified in the auction, then TsFK JSC without fail has the right to renegotiate the technical solution.

9. This request for proposals is not a tender (public tender) notice or
public offer and is not governed by Art. 447 - 449, part 1 of the Civil Code of the Russian Federation, Art. 1057 - 1061 part 2 of the Civil Code of the Russian Federation. Thus,
This procedure does not impose on the Organizer an appropriate amount of civil law
obligations and reserves the right to refuse all received Offers for any reason
or terminate the selection procedure at any time, without incurring any liability to the Participants!
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
