Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Prepayment - 30% of the amount of delivery. 70% payment within 30 calendar days from the date of delivery of the consignment to the Consignee.
Delivery terms:Delivery time: Within 60 calendar days from the date of conclusion of the contract and payment of prepayment.
Delivery of products is carried out by means of the Supplier to the Consignee's on-site warehouse. The costs of packaging and delivery of products to the Consignee's on-site warehouse shall be included in the price of the products.

Comments:
1. Technical questions on the procedure to ask using the ETP functionality (requests for clarification).
2. The supplier of products must be the manufacturer, either the official dealer of the manufacturer, distributor, or supplier providing an authorized letter or contract purchase and sale with the official manufacturer (confirming documents the participant provides simultaneously with the application).
3. Requirements for the preparation of a technical and commercial offer (form №1), the list of necessary documents from the Participant of the request for proposals (YL, IP), signing of the Supply Agreement.
In case of failure or improper performance by the participant of this requirement, the organizer of the procedure reserves the right not to consider the proposal of this participant.
4. Priority are offers with a minimum price, full range and quantity of products.
5. The validity period of the price offer of suppliers is not less than 120 days.
6. The cost of products must be unchanged for the entire period of delivery (written confirmation).
7. Proposed products must meet the stated technical requirements (see para. General project data).
8. This request for proposals is not a notice of the competition (public competition) or a public offer and is not regulated by Art. 447 - 449 h. 1 of the Civil Code of the Russian Federation, Art. 1057 - 1061 h. 2 of the Civil Code of the Russian Federation. Thus, the specified procedure does not impose on the Organizer an appropriate amount of civil obligations and reserves the right to refuse all received Proposals for any cause or terminate the selection procedure at any time without incurring any responsibility to the Participants!
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
