Requirements for the submission of documents to the Bidding procedure:
When submitting an offer to the Bidding procedure, the Bidder provides and attaches the following set of documents:
1) commercial offer;
2) a set of documents for the company to participate in the Bidding procedure;
3) quality documents (letters of distribution, certificates of conformity, declarations of conformity, quality passports, etc.).
Requirements for documents:
1. A commercial proposal for the Bidding procedure shall be submitted in accordance with the standard form attached to this Bidding procedure. The commercial offer must be properly executed and backed up:
- presented on the company's letterhead;
- the table and text part must be completely filled in;
- provided under the signature of the authorized representative and the company and the seal;
- The scanned copy must be provided in *.pdf format, the information in the file must be readable.
In case of failure to submit a commercial offer or submission of a commercial offer in violation of the requirements described above, the organizer of the Bidding procedure reserves the right to refuse to consider the subject as a Bidder of the offer procedure.
2. The package of documents for the company to participate in the Bidding procedure is provided according to the list of documents attached to the bidding documentation.
The Bidder of the trade procedure provides a complete package of documents according to the attached list of documents.
The documents are provided in *.pdf format, each document in a separate file.
In case of failure to provide a complete package of documents, the organizer of the Bidding procedure reserves the right to refuse to consider the subject as a Bidder of the offer procedure.
Contractor Selection Criteria:
1. Experience in the implementation of the requested services – at least 5 successful cases.
2. The analytical approach is not only a statement of data from open sources, but also an analysis for future periods with conclusions.
3. When evaluating tender proposals, the following assessment methodology will be applied: the completion of all 5 tasks exceeds the expectation of 5 points, the completion of 4 tasks without the last one – 4 points, 3 tasks - 3 points, less than 3 tasks - are not considered in the decision on the tender.
4. Work on the form of the Customer's contract.
5. When evaluating proposals, contractors who are ready to work on 100% postpaid terms will be awarded additional tender points.

This competitive procedure for the preliminary selection of a Supplier is directed in accordance with the Tender Regulations of the Tender Organizer as part of the request for commercial proposals procedure, which (like the Contractor's pre-selection procedure itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation.
Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time without explanation, without incurring any liability to the Bidders.
