Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Deferred payment for at least 45 calendar days from the date of delivery of each shipment to the buyer's warehouse
Delivery terms:Purchase dates quarter 2021. Price must be fixed incl. VAT and delivery to the warehouse. Delivery by road or rail by the supplier according to the buyer's schedule.

Comments:
Possible volume option by Buyer +/ -30%, according to the monthly production request.
This solicitation procedure does not constitute an offer, an invitation to make offers, an acceptance of an offer or an invitation to tender, and is not governed by articles 447-449 of the Civil Code of the Russian Federation. The Customer is under no obligation to enter into any transactions as a result of the Request for Proposal Procedure, has the right to refuse all offers (requests) received for any reason or terminate solicitation process at any time without notice to the Purchaser Participants and does not bear any liability to Participants or third parties to whom such actions may cause losses. The Customer also does not have any obligation to reimburse Purchase Participants or other third parties for any costs or losses arising from participating in the Request for Proposal Procedure. By participating in the request for proposals, the bidder confirms that he has read and agrees to these terms and conditions.
