Comments:
Dear Gentlemen!
This competitive procedure, at the preliminary choice of the Contractor, shall be submitted in accordance with the Tender Regulations of the Tender Organizer as part of the procedure for requesting commercial proposals, which (like the Contractor's pre-selection procedure itself) is not an offer, auction or tender and its conduct is not regulated by Art. 447-449 (1) and 1057-1061 (2) of the Civil Code RF.
Thus, this procedure does not impose on the Organizer the corresponding amount of civil obligations and reserves the right to refuse all received Offers for any reason or to terminate the selection process at any time without giving reasons, without incurring any liability to the Participant.$
To participate in the tender it is necessary to send through ETP www.b2b-center.ru the following package of documents:
1. Official letter of the potential supplier (Applicant) about absence of circumstances preventing participation in the tender (COMPLETED ANNEX №3). Consideration of applications without this annex is not provided.
2. Documents listed in Annex 3 to this invitation
Your offer must be valid for at least 90 (ninety) days from the date of receipt of your offer. If a contract is concluded with your company during the term of the offer, the term of your offer remains unchanged until the performance of the obligations under such contract.
1. The tender organizer reserves the right to select several winners, dividing, at its sole discretion and without explanation, between several potential suppliers participating in the competitive procedures.
2. Organization/documentation that does not comply with the requirements and forms specified in the notice, the Organizer has the right to reject without explanation and recognize this documentation, and, accordingly, the Applicant shall not to meet the requirements of the competitive procedure.
3. Visiting the facility to get acquainted with the scope of work MUST. It is necessary to visit the plant and meet with representatives of the Customer, contacts are specified in the Technical Task.
4. Conducting a competitive procedure includes direct bidding with filling in all additional fields of offers. The selection of the CLAIMS according to the submitted documentation is carried out. The offer must be uploaded before the end date of trading.
5. Prices shall be shown without VAT and shall include all Contractor's work costs and Contractor's remuneration.
6. Payment will be made in rubles upon expiration of 50 (fifty) calendar days on the first payment day of the Customer (working Monday and Wednesday) after completion of works and signing of Acceptance and Transfer Certificates. If you cannot confirm the requested payment terms, please offer your own. Please note that any advance payment must be provided by Bank Guarantee (not welcome). Standard penalties of 2.5% per week. (see Contract Template — Annex 6)
7. The winner (s) of the tender is approved by the Chairman of the tender committee, based on the results of all cumulative factors (price, deferred payment, availability /absence of advance payment, guarantee, standard conditions of Rusagro, terms of performance of works, absence of obstacles to performance of the contract, quality and completeness of the provided documentation).
8. All trades for Rusagro contractors on ETP B2B are free. EDS is not required at the moment.
