Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Auto-extension

Payment terms:
Advance payment is not provided. Payment upon receipt of products to the consignee's warehouse within 30 working days from the date of delivery and provision of originals of invoices, consignment notes, copies of consignment notes with the recipient's mark.

Comments: the Company "Starstroy" Ltd. conducts preliminary bidding on purchase of booms. The trades are held in two stages.
In phase I, participants are required to provide the following information:
- Possibility of delivery according to Tor (in the attachment indicate that the supplier is the manufacturer or the official dealer)
- Specification of terms of manufacture and delivery.
- Approximate cost. (in rubles with VAT)
At stage II, participants update the information provided earlier, namely:
- Delivery time.
- The final cost.
- Term of preparation of signing of the basic contract of delivery to 20.02.2019 G.
The results of the 1st and 2nd stages are the main contract of delivery.
1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. To the proposals in electronic form to participants of this procedure it is necessary before opening of envelopes to attach the applicant's application and documents according to the application simultaneously with submission of the offer and file in the form of scanned copy of its commercial Proposals (with indication of delivery terms) signed by the authorized person and stamped by the organization-participant of this procedure. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.

The cost must be specified taking into account the delivery to the buyer's warehouse.
Proposals validity period - 90 days at least.
The products must be accompanied by certificates of conformity, passport, proof of quality.
The products should be new 2019 year of production, with supporting documents, not used.
Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation.
