Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The submitted proposal in the framework of the first stage should consist of a technical part, certified by the signature of the head with an impression of the seal. The technical part must contain a list, the composition of the work, etc., it is not allowed to specify any information related to the commercial part (total cost, unit rates, payment terms, etc.). If the data in the attached TP does not match. In case of non-compliance with the above requirements, the TA will be rejected.
