Comments: This procedure is not a request for price bids, and its implementation is not regulated by Articles 447-449 of the first part of the Civil Code. This procedure RFQ is not a public auction, and is not regulated by Articles 1057-1061 of the second part of the Civil Code. Thus, this RFQ procedure does not impose on the Customer the commitment to make a contract with the RFQ winner. If necessary, the Customer intends to exercise the right to conduct "re-auction."
