Comments:
1. More detailed information is set out in the terms of reference.

2. Offers will not be accepted without loaded documentation:
- commercial offer;
- a completed proposal card (calculation of the cost of work);
- counterparty profiles;
- scanned copies of the Contractor’s documentation.

3. Criteria for choosing the best offer: availability of necessary documents for conducting activities, work experience, quality, terms of work, cost, payment terms.

4. This request for proposals procedure is not a tender and its conduct is not governed by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation;

5. This procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code of the Russian Federation;
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer

6. The attached Contract is not a public offer, however, the terms of the Contract will be binding on the bidder.
