Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. This procedure is two-stage. At the first stage, the technical part of the proposal is provided, certified by the signature of the supervisor with a seal impression. It is necessary to fill in all forms of appendices to the technical request (appendices 2,3,4,5,6,8). The list and composition of works should be indicated in the technical part and it is not allowed to indicate any information related to the commercial part (total cost, unit rates, payment terms, etc.). Only those organizations that submitted technical proposals and passed the technical conclusion are allowed to the second stage (commercial). The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.
