Requirements to the bidders:
Any legal entity may be a participant in the tender. The bidders can claim the victory in the competition who have proposed the best conditions for the execution of the Agreement and meet the following requirements:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons fulfilling obligations that are the subject of the Agreement, including the availability of a license to carry out insurance activities in accordance with the subject of the Agreement;
b) failure to liquidate the Bidder - legal entity and the absence of a decision of the arbitral tribunal to declare the Bidder - legal entity bankrupt and to open bankruptcy proceedings;
c) non-suspension of the activities of the Bidder in the manner prescribed by the Code of the Russian Federation on Administrative Offenses, on the day of submission of the Bid;
d) submission of the information provided for in clause 5.1.4 of the tender documentation;
e) the Participant does not have arrears in taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit is provided in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force on the recognition of the applicant's obligation to pay these amounts oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. A tender participant shall be deemed to comply with the established requirement if he has filed an application to appeal against the specified arrears, arrears and a decision on such an application on the date of consideration of the application for participation in the determination of the supplier (contractor, contractor);
f) the absence of the Participant of the tender - an individual or from the head, members of the collegial executive body or chief accountant of the legal entity - the Participant of the criminal record for crimes in the economic sphere (with the exception of persons whose criminal record has been canceled or withdrawn), as well as non-application in relation to the specified individuals punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the supply of goods, performance of work, provision of services, which is their object of ongoing procurement, and administrative punishment in the form of disqualification;
g) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, about the members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity.

Contract award criteria:
A bidder whose Tender (final offer) meets the requirements established by this Tender Documentation, and whose Tender (final offer) which, based on a comparison of Tenders (final bids) based on the evaluation criteria specified in the Tender documentation, contains the best conditions for the execution of the Agreement
Contract conclusion date:
An agreement on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the Unified Information System of the final protocol drawn up according to the results of the competition.
The contract is concluded in writing by drafting one document signed by the parties.
