Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

1. When submitting an application, you must provide completed applications to the request and go through:

- accreditation for sustainable development No. 374 at the link https://www.b2b-center.ru/personal/accreditation/?action=apply&id=374&date_last_edit=0. Non-accredited companies cannot be selected as the winner of the tender procedures.
2. Submission of the application is carried out in two stages:
a) at the preliminary stage, the applications containing the technical part (Appendices No. 2, 3, 4, 5) are filled in and certified by the signature of the head with a seal;
b) At the main stage, the commercial part (Commercial offer) is filled in and certified by the signature of the head with a stamp.
In the technical part, it is not allowed to indicate any information related to the commercial part (total cost, unit prices, payment terms, etc.). If necessary, separate documents of the technical and commercial parts of the TCH can duplicate each other, provided that such documents in the technical part of the TCH will be presented without specifying prices, and in the commercial part with prices. The technical and commercial proposal must strictly comply with the data indicated on the electronic site. If there is a discrepancy between the data in the attached TCH and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TCH will be rejected. It is also necessary to consider the standard form of the contract and, in case of disagreement with the proposed form of the contract, when submitting an application, it is necessary to provide a protocol of disagreements.
3. Management Company METALLOINVEST LLC uses electronic document management (EDM) with its partners and clients in the Diadoc system (http://www.diadoc.ru) of SKB Kontur. Please note that other things being equal, preference can be given to a supplier using electronic document management systems.
4. In case of providing inaccurate information, a potential service provider may be removed from participation in the Purchase, and if the inaccuracy of the information provided is revealed after the conclusion of the Agreement, such Agreement may be terminated. The Company has the right to choose an Offer that does not have the lowest price, as well as accept or reject any Offer in whole or in part, as well as reject all Offers with or without explanation, as well as cancel the purchase at any stage, including after the selection of the Winner.
