This purchase (open request for proposals) is not a tender (tender or auction), and its implementation is not governed by Articles 447-449 of the first part of the Civil Code of the Russian Federation, clause 2 of Article 3 of the Federal Law of July 18, 2011 No. 223-ФЗ "On Procurement of Goods, Work, and Services by Certain Types of Legal Entities". This open RFP is also not a public tender and is not subject to articles 1057-1061. Part 2, of the Civil Code of the Russian Federation. Bidding organizer shall have the right to reject all the received proposals for any reason or to terminate the RFP at any time, incurring no liability towards the participants.
