Обоснование: На основании п. 12.13.3 Положения о порядке осуществления закупок товаров, работ, услуг ЗАО «ИПТ «Идея», в случае, если заявка потенциального участника запроса предложений или сам потенциальный участник не отвечают какому-либо из требований, указанных в пункте 12.13.1 настоящего Положения, его заявка может быть отклонена, и п. 12.13.9 «В случае, если по итогам отбора участником запроса предложений признан только один потенциальный участник или ни одного потенциального участника (в том числе в случае, когда на запрос предложений не было подано ни одной заявки), запрос предложений признается несостоявшимся. При этом возможно заключение договора с единственным участником запроса предложений согласно пункту 10.1.11в) настоящего Положения, принятие решения о прямой закупке по иным основаниям (пункт 10.1.11 настоящего Положения) или повторное проведение закупочной процедуры»
