Comments: Please note that this request is not a type of tender / auction / public offer and is not subject to the regulation of Articles 447-449 of the first part of the Civil Code of the Russian Federation. When conducting request for price quotations/offers an invitation to participate, together with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of potential Participant of RFQ/RFP. Thus the Organizer has no obligation to enter into a contract based on RFP results. If a participant registered in the system does not have the opportunity to submit proposals himself because of the absence of an EDS, it is possible to upload offers sent to the organizer's e-mail. To upload proposals on behalf of the Participant it is MANDATORY to have three documents: - Offer (commercial offer) of the authorized by authorized person and seal of the organization (Must contain the number of products offered, the price per unit with VAT, the total amount with VAT); - A document establishing the right to act on behalf of the counterparty (for example: charter, power of attorney); - Letter of refusal of further claims on the occasion of the fact that the proposal is submitted at the auction not by the Participant himself (in free form on the company's letterhead signed by an authorized person). All offers from participants who do not have EDS should be sent to the email address of the Organizer’s enterprise gmn@belmk.ru. Acceptance of proposals to the email address of the Organizer ends up to 6 hours before the end of the procedure, uploading of offers to trading is possible until 4 hours before the end. And also if the potential supplier does not agree with the terms of the lot (payment terms, delivery terms, etc.), then it is necessary to indicate your conditions in the commercial offer (offer) or in additional comments.
