Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Comments:
1. This competitive procedure, at the preliminary choice of the Supplier, is sent in accordance with the Tender Regulations of the Tender Organizer as part of the procedure for requesting commercial proposals, which (as well as the pre-selection procedure of the Supplier itself) is not an offer by an auction or a tender and its conduct is not regulated by Art. 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code RF. Thus, this procedure does not impose on the Organizer the corresponding amount of civil obligations and reserves the right to refuse all received Offers for any reason or to terminate the selection process at any time without giving reasons, without incurring any liability to the Participant.$
2. The tender organizer reserves the right to choose several winners, dividing the delivery of the specified quantity of goods at its discretion and without explanation among several potential suppliers participating in the competitive procedure.
3. The model contract shall be sent for signature to the Winner (s) determined during the Tender Committee meeting, which shall be held by the Organizer of the Competition Procedure after the end of this procedure on electronic trading platform B2B-center.
4. Template model contract of the customer is attached in the documentation for the tender
5. The participant of this procedure shall send the Commercial Proposal according to the Standard Form of the Procedure Organizer.
6. Organization/documentation that does not comply with the requirements and forms specified in the notice, the Organizer has the right to reject without explanation and recognize this documentation, and, accordingly, the Applicant shall not to meet the requirements of the competitive procedure. Subshipment of all documents for participation in the tender, according to the attached list is obligatory.
