Comments: PJSC "VimpelCom" invites you to participate in prequalification in order to conduct a procurement event for the development of a design project, working documentation, project documentation, construction and installation and commissioning works at a communication facility in the territory of the Lomonosov Moscow State University Moscow using the low-power ADAS active antenna system equipment based on Ethernet cable infrastructure.
Subject of purchase: Supply, installation and commissioning of an ADAS low-power active antenna system, installation and commissioning of RAN equipment and engineering systems on the territory of the main building of Moscow State University named after Lomonosov, Moscow.
Planned stages of the procurement event:
Stage 1. Formation of the list of interested participants.
Stage 2. Collection of documents for the Qualification and evaluation of technical proposals of participants
Stage 3. Commercial stage among qualified participants.
Stage 4. Selection of winners.
Stage 5. Conclusion of contracts.
The participant can apply for prequalification (passing stage 1) in the case of:
• The participant has civil legal capacity for the conclusion and execution of the contract.
• The financial sustainability of the participant is not critical.
• The participant is a member of the SRO in the field of architectural and construction design.
• The participant is a member of the SRO in the field of construction, reconstruction, overhaul of capital construction objects.
• The participant is able to perform a full range of works at the facility in accordance with the Technical Task "Appendix No. 4" (including the delivery of the ADAS system) with the achievement of the corresponding quality indicators.
A complete list of qualification requirements will be provided to participants later, at the qualification stage.
To participate in Stage 1, you must submit the following documents to the e-mail address Konkurs_Karaylanidi_2016@beeline.ru, no later than 15:00 (GMT) 12 July 2019. (the name of the organization / MSU should be indicated in the subject line of the letter):
1. Completed Annex 1 "Participant Application Form" in .word and .pdf format (scan with signature);
2. Completed application 2 "FinAnaliz_rating" in excel format;
2.1. Provide a certified scanned copy of the Accounting Balances or other documents characterizing the financial and economic activities of the organization for closed periods of the current year, as well as for periods corresponding to the file "FinAnaliz_rating" (maximum 3 years).
3. Completed Appendix 3 "Agreement on negotiation" in .pdf format (scanned with signature);
4. Appendix 4 "Technical assignment" in the package of documents is presented for information;
5. Completed Appendix 5 "Participant's Details" in excel format;
6. Documents of title:
- Certificate of Incorporation, certified by the STI, dated 2019, scan in .pdf format;
- Certificate of State. Registration / INN / OGRN / certificate of registration in the STI, scan in .pdf format;
- The current version of the statute with the changes in force, scan in .pdf format;
- A power of attorney or another document authorizing a person to sign documents on behalf of the organization.
The total size of the letter should not exceed 10 MB (if necessary, you can send several letters or several volumes of one archive). The name of each file should indicate its content.
Electronic copies of documents must meet the following conditions:
• the participant should ensure that every scanned document is easy to read;
• Each scanned document must be saved in a separate file, while a document containing one page is saved into a separate file, and a document containing several pages and applications must also be grouped into one file, for example: The statute must be scanned not as separate pages, but into a single file (PDF file in black and white);
• each document must have a name (abbreviated) corresponding to its content.
