Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Auto-extension

Payment terms:
Advance payment is not provided. Payment upon receipt of products at the consignee’s warehouse within 30 calendar days from the date of delivery and provision of the original invoices, waybills, copies of transport bills with the mark of the recipient.

Delivery time is October 2019 with the right of early delivery. All shipping costs, other costs should be included in the cost of production.

Comments: The company STARSTROY LLC conducts preliminary bidding for the purchase of a pipe cutting machine. Bidding takes place in two stages.
At stage I, participants are required to provide the following information:
- Possibility of delivery according to the statement of work (indicate in the attachment that the supplier is a manufacturer or an authorized dealer)
- Indication of terms of manufacture and delivery.
In stage II, participants update the earlier information provided, namely:
- Estimated delivery time.
- The final cost.
Based on the results of the I and II stage tenders, the main supply contract is concluded.

Before submitting envelopes, participants of this procedure MUST attach to the bidder’s APPLICATION and documents according to the APPLICATION simultaneously with the submission of the proposal and a file in the form of a scanned copy of their commercial proposal (indicating delivery dates), signed by an authorized person and certified by the seal of the participating organization, to their proposals in electronic form this procedure. Proposals validity period - 90 days at least.
Certificates of conformity, a passport, a document confirming quality must be attached to the products.
Products should be new in 2019, with supporting documents that were not in use.
