1. This competitive procedure for the preliminary selection of a Supplier is directed in accordance with the Tender Regulations of the Tender Organizer as part of the procedure for requesting commercial proposals, which ( like the pre-selection procedure itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, the specified procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time without explaining the reasons, without incurring any responsibility to the Participant.
