Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment for the goods is made by the Buyer within 90 (ninety) calendar days from the date of receipt of the goods and signing by the Buyer of the unified form of the consignment note (in the form of COMPETITIVE BIDDING Process-12, approved by the resolution of the State Statistics Committee of Russia dated 12/25/98 N 132), subject to receipt from the Supplier of an invoice issued on the basis of the signed Contract, by transferring funds to Supplier's current account.

1. . To their proposals submitted in electronic form, the Bidders of this procedure MUST attach a file in the form of a scanned copy of their commercial proposal signed by an authorized person and certified by the seal of the Bidder organization of this procedure. In case of non-fulfillment or improper fulfillment by the Bidder of the procedure of this requirement, the organizer of the procedure reserves the right not to consider the proposal of this Bidder.
2. The supplier of the products must be the manufacturer, or the official dealer of the manufacturer, or the distributor (the Bidder provides supporting documents at the same time as the commercial offer).
3. The cost of the products must be unchanged for the entire delivery period (written confirmation).
4. Criteria for choosing the best offer: quality, delivery time, cost, payment terms, work experience.
This request is not a Bid Notice of a tender (public tender) or a public offer and is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation, Articles 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time, without incurring any liability to the Bidders.
The Agreement between the Parties shall be deemed to have been reached exclusively after the signing of the Agreement by both Parties, no other actions of the Parties shall be considered as reaching an agreement on all essential terms of the Agreement and/or shall not be considered as an offer and acceptance aimed at concluding the Agreement.
The Organizer has the right to choose an Offer that does not have the lowest price, accept or reject any Offer in whole or in part, reject all Offers with or without explanation, cancel the Call for Bidding at any stage, including after selecting the Winner of the Call for Bidding. In case of providing false information, a potential supplier of goods, works, and services may be suspended from participating in the Call for Bidding.
Quality certificate and certificate of conformity for the product. The price offer submitted through the E-Marketplaces functionality must correspond to the price in the commercial offer.
Bidders of the request for proposals must attach a list of documents in the form of appendices 02, 03.
