Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Two-step procurement procedure is carried out. First stage: the suppliers shall announce themselves, attach the incorporation documents. Second stage - the suppliers shall be provided with drawing for preparation of commercial proposal. The participants of the procedure announce the price of the products.

Selection of supplier is carried out by the lowest price criteria, taking into account the cost of delivery to the warehouse of OOO "Omsktekhuglerod" on the terms of cooperation, 100% payment upon receipt of the products at the buyer's warehouse in accordance with model form of the contract of the buyer.

At the end of the SECOND PHASE of the PROCEDURE please upload commercial proposal (final), as well as a reference list, confirming the competence of a supplier.

After the end of bidding you will be given 60 minutes to update the documentation.

Please note that this request is not a form of tender/auction/public offer and does not fall under the regulation of Articles 447-449 of the Civil Code of the Russian Federation. During conduction of the request for quotations/proposals the invitation to participate with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of a prospective Participant of the Request for quotations/proposals. Provided that the Organizer has no obligation to sign the agreement on its results.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
