Payment terms:
Advance payment is not provided. Payment within 60 banking days from the date of bunkering of the nominated vessel, subject to the provision of the original invoice, waybill, bunker receipt, and other related documents.
Delivery terms:
The price of bunker fuel must be reflected taking into account all taxes, delivery on board the nominated vessel and bunkering within the port of Astrakhan.

Comments: 1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. Participants of this procedure MUST, before opening envelopes, attach the Applicant's Questionnaire and documents according to the questionnaire to their proposals in electronic form.
3. The set of documents should include a scanned copy of the COMMERCIAL PROPOSAL signed by an authorized person and certified by the seal of the organization-participant of this procedure. If necessary, the participant may be asked for a passport for the proposed fuel.
4. In case of non-fulfillment or improper fulfillment by the participant of the procedure of at least one claim of the applicant, the organizer of the procedure reserves the right not to consider the proposal of this participant.
Proposals validity period - 30 days at least.
5. The supplier of the products must be the manufacturer, or the official dealer of the manufacturer, or the distributor, or the partner of the manufacturer (the participant provides the supporting documents at the same time as the offer).
6. The cost of production should be unchanged for the entire delivery period (written confirmation).
7. Readiness for bunkering no more than 48 hours from the date of submission of the relevant application.
8. The declared volume of bunker fuel is extremely possible for the purchase of this ETP. Its full consumption within the framework of the signed specification is not guaranteed.
Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil and legal obligations on the Organizer, and the Organizer reserves the right to refuse all the proposals received for any reason, or to terminate the selection procedure at any time, incurring no liability before the participants.
