I invite you to take part in competitive procedures for the right to supply tools and consumables in the second half of 2020 for companies belonging to the OVK group: Tikhvin Carriage Works, TikhvinKhimMash, TikhvinSpecMash.
In the attached file you will find the need for procurement for 2H 2020. The need is planned and calculated according to the norms and taking into account planned stock balances and goods in transit. (Column O)
For band saws, demand has been issued starting from 2Q 2020.
The solutions for TVSZ, TXM and TSM will be the same and I ask you to consider all three enterprises as one client. Delivery for all three enterprises is carried out centrally through the TVSZ procurement service.
The total number of positions - 174. The planned tender volume in money is 58 million rubles, excluding VAT. The tender for 2H 2020 includes either new positions or positions for which a short decision was previously made for a quarter or six months.
Positions on which earlier agreements were reached on deliveries for the whole of 2020 within the framework of this tender are not being reviewed. If you find a position on which we previously agreed before the end of 2020, then please signal individually.
The main requirements and criteria for determining the winners:
1. Fixed price until the end of 2020. For imported goods, please indicate the prices in the currency, but then we will need to individually coordinate the mechanism for fixing the price in rubles (currency corridors, formulas, etc.)
2. The ability to keep at least a monthly supply in your warehouse for the needs of TVSZ.
3. Delivery by forces and means of the supplier to the TVSZ warehouse. (Leningrad Region, Tikhvin, Industrial Site) (With the exception of companies located abroad. In this case, in the comments column indicate the basis of delivery: EXW, etc.)
4. Payment within 60 days from delivery.

Comments Important, please read each item carefully.
1. The number of stages in the tender will depend on the results shown by the market. If, according to the results of the first collection of proposals, the conditions are attractive, then the decision will be made based on the results of the first round. If the proposed solutions are unacceptable, then there will be a second, third and so on rounds with the involvement of more and more market participants. Negotiations will continue until an acceptable solution is found. Along with this, I ask you not to delay the tender process and immediately give attractive prices.
2. The planned deadline for the tender is May 15, 2020.
3. TVSZ may assume obligations to buy back up to 75% of the declared volume. It is discussed individually for each position. Prior to signing the relevant agreements and documents, it is possible to adjust both the nomenclature and the volume of purchases.
4. All lots are divisible. You can offer both one position and all. The decision on quotas will be made taking into account all the criteria mentioned above.
5. The supplier can offer any alternatives that in his opinion may be suitable. If you have test certificates for TVSZ, you can indicate this and attach them to the proposal. If there were no tests and acts, or tests are still ongoing or planned for May / June, then still offer the alternatives you have available: it is possible to purchase an OPP with further implementation as an approved product.
6. Important for design! If you offer several alternatives for one position, then please copy and paste the entire row with the mandatory preservation of all information on the term in the cells A-P. Do not merge cells. Do not change cell formats. Do not add columns. Prices are indicated without VAT in a numerical format, the separator between rubles and kopecks is a comma, without indicating "rubles, rubles, without VAT" and so on. Be sure to indicate the manufacturer and the actual address of production. Writing "Russia" or "China" is not enough. I really do not want to introduce such a criterion as "the quality of preparation of the proposal", but if the proposal is in a poorly processed format, it will be a minus for the reputation of the company.
7. Positions are sorted in descending order of actual consumption in rubles for 1Q 2020. Plus, in column P the fact of consumption for 1Q 2020 in pieces is indicated.
8. A similar request can be placed on one of the electronic trading platforms. Suppliers can submit offers in a way convenient for them: either by reply letter or through a trading platform.
