Attention of participants request for proposals!
1. The participant of the request for proposals must be a manufacturer or is the official dealer (representative) of the manufacturer. The dealer (representative) shall submit documents confirming the status of the supplier as the official dealer (representative) of the manufacturer, with the preservation of all warranty obligations of the manufacturer.
2. The participant of the request for proposals must have the necessary professional knowledge and experience, have resource opportunities (financial, material and technical, industrial, labor), managerial competence, positive reputation.
3. The participant of the request for proposals must not have losses for the last fiscal year and quarter (form №2 "income statement").
4. The participant of the request for proposals should not have a decision to suspend activity taken in accordance with the procedure provided for by the Code of the Russian Federation on Administrative Offences for the day consideration of the Proposal for participation in competitive negotiations.
5. The participant of the request for proposals shall not have arrears on accrued taxes, fees and other mandatory payments to budgets of any level or state extrabudgetary funds for past, completed reporting periods.
6. The participant of the request for proposals must have full civil legal capacity for the conclusion and execution of the Agreement.
7. The participant of the request for proposals must not be insolvent or bankrupt, be in the process of liquidation. The Participant's economic activity should not be suspended.
8. The participant must necessarily indicate the manufacturer of the goods, and also documents it (providing copies of technical documentation for products - technical passports, certificates conformity with the appropriate confirmation of the marking of the goods).
9. The participant necessarily indicates in the commercial offer the real delivery time (highlighting it in a separate column for each position).
10. The participant shall necessarily specify the expiration date of the offer in the commercial offer.
11. For participants in the request for proposals having contractual relations with JSC "Moscox", it is obligatory to load documents strictly according to the List (attached);

15. a copy of the agreement defining the rights and obligations of organizations, establishing the leading organization in relations with the customer and the joint responsibility of organizations for timely and complete execution of the Agreement (provided only by collective Parties)
16. Forms of annual financial statements for three years of activity with an audit opinion (if there are requirements for audit in accordance with the law), balance sheet and income statement for the last reporting period with the mark of the tax authority;
17. copies of balance sheets together with income statements with tax inspection mark for three years of activity and last reporting period
18. The participant of the request for proposals has the right to contact the organizer of the procurement procedure with questions about clarification of the request for proposals, as well as to receive from the organizer comprehensive information on the terms and conditions and the procedure for the procurement (with the exception of information that is confidential or confidentiality).
19. The participant of the request for proposals has the right to contact the organizer with a proposal to extend the deadline for submission of applications.
20. Any legal or natural person or association of these persons, capable of legally supplying products and performing the required work, can participate in the request for proposals procedure.
On the results of the request for proposals, the organizer notifies the winner of the contest in one of the ways: by letter (by fax); by e-mail; by phone.
The organizer reserves the right to choose the method of notification.
The organizer reserves the right not to explain the results of the request for proposals to other participants.
The winner is sent an offer for the conclusion of the contract within three days.
