This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure is also not public competition and is not governed by the articles of the CIVIL CODE, part two 1057-1065. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer.
