Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Delivery terms:Suppliers of design, advertising and other services:
- a contractor with fixed rates for 6 months is required.
- Several winners are allowed: one supplier for all lots, and a reserve supplier is also allowed (in case the signal samples of the winners do not meet the stated requirements)
- delivery is included in the price of the goods;
- in cases established by law, a license to carry out this type of work, to provide this type of service, all supporting documents for materials;
- market value of the services provided;
- experience working with large organizations having an extensive network of medium and small shops and / or offices;
- availability of the appropriate material and technical base for work;
- suppliers who cover all positions are considered. Other commercial offers will not be accepted;
- the availability of specialists necessary to carry out the expected amount of work;
- assembly team workers who speak Russian.

Comments:
The annex contains the terms of reference with dimensions, materials and circulation for a more accurate calculation of the unit cost.

Volumes may change during operation.
