Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:7.1 Payment within 40 days from the date of signing the consignment note and /or the act of work performed, by transferring funds to the Contractor's current account.
7.2 The cost of the goods must include: the production of advertising structures according to the Customer's layouts, packaging, loading and unloading, the Contractor's expenses for paying taxes and other mandatory payments.
7.3 The Contractor undertakes to compensate the Customer for all losses incurred as a result of non-performance and/or improper performance of works/services by the Contractor.
7.4 The Agreement is concluded for a period of 1 (One) year and comes into force from the moment of its signing by the Parties. The participant of the request for proposals undertakes to maintain the fixation of the proposed prices for 1 (one) calendar year, during the validity period of the Contract.
Delivery terms:5.1. The work must be carried out in strict accordance with the norms, rules and requirements applicable to this type of Work in the territory of the Russian Federation, including construction and fire safety standards.
5.2. The results of the Work must comply with the requirements of the SNiP and other norms of the current legislation of the Russian Federation.
5.3. The equipment and materials used in the performance of the Work must be of proper quality, comply with all established norms and requirements in force on the territory of the Russian Federation, have all relevant documentation (certificates of conformity, instructions, technical passport and sanitary-epidemiological conclusion, etc.), which must be transferred to the Customer simultaneously with the transfer of the result of the Work.
5.4. Acceptance of Works is carried out by the Customer within 3 (Three) working days from the date of completion of Works by the Contractor and receipt of the relevant notification from him.
5.5. If the Customer has any claims to the quality of the Work performed, the Parties shall draw up a complaint report within 2 (Two) working days indicating defects, deficiencies and other deficiencies, and the terms of their elimination by the Contractor. If the Contractor evades drawing up the complaint report, the Customer has the right to draw it up unilaterally and send it to the Contractor.
5.6. All defects and defects are eliminated by the Contractor by its own efforts and means within the terms agreed with the Customer, and if these terms are not agreed, then within 3 (three) working days from the date of drawing up the complaint. The act of acceptance of completed Works (form KS-2) and a certificate of the cost of completed Works and costs (form KS-3) in this case are signed by the Customer within 3 (three) days after the Contractor eliminates the shortcomings in the Work.
5.7. The Customer may submit claims for unsatisfactory quality of the Work performed to the Contractor during the entire warranty period established for the Work.
5.8. The Contractor bears the risk of accidental loss of the result of the Work performed, accidental loss or damage of construction materials and components used to perform Work under this Agreement, until the Customer accepts the results of Work under the Act of Acceptance of the Work performed.
5.9. The Contractor undertakes to securely pack orders for safe transportation.
5.10. The Contractor notifies the Customer in writing about the readiness of the products for shipment.

11. CRITERIA FOR EVALUATING PARTICIPANTS' PROPOSALS:
11.1 The main criteria for evaluating proposals are: the cost of the products, as well as the qualification of the Participant (formed on the basis of the requested information in paragraph 8).
11.2 The qualification of the participant is evaluated based on the positive experience of the Participant in the performance of work/the provision of services that are the subject of a Request for Proposals and its business reputation, based on letters of recommendation and reviews provided by the Participant and the analysis conducted by the Customer.
11.3 The advantage is given to Participants using the electronic document management system.
11.4 The Customer reserves the right to additionally request from the Participant contracts, specifications, acts of work performed and other documents confirming the experience of the Participant in the performance of work/provision of services equivalent to the subject of the request for proposals, including places of work/provision of services.

8.1 In case of violation of work deadlines/for the provision of services by the Contractor, the Customer has the right to demand payment of a fine in the amount of 0.05% of the cost of unidentified door / window structures for each day of delay, as well as compensation for all losses caused by such a violation.
8.2 In case of detection of structures (during acceptance or operation) with violation of the requirements and technical characteristics of the specification (hidden defects, defects, use of materials of lower quality, use of materials inconsistent with the Customer), the Contractor is obliged, at the request of the Customer, to pay a fine of 50 (fifty) % of the cost of the structure for each case of such a violation.
8.3 In the event of a three-fold failure of delivery dates, deprivation of the right to further deliveries.
8.4 In case of delivery by the Contractor of low-quality goods, as well as goods with obvious or hidden defects, the Contractor undertakes to replace the low-quality goods no later than 3 (three) working days from the date of submission of the relevant request by the Customer.
8.5 The Contractor is responsible for the integrity of the materials during transportation. In case of damage or loss of goods - within 2 days sends new ones.
8.6 If the Participant has offered the best conditions for the project, and then evades the conclusion of the Contract under these conditions, the Customer has the right to collect a fine of 3% of the value of the declared commercial offer for this Request for Proposals.
