Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

1) All prices in the proposal must include the sum of all expenses provided for in the draft agreement and taxes payable in accordance with the legislation.

The buyer has the right to refuse to carry out the procurement at any time from the date of its announcement, including after the deadline for the receipt of applications without imposing liability.
3) Participants must comply with the requirements specified in Appendix 1
