Comments: Two-step procedure:
1. stage - pre-qualification, stage 2 - request for commercial offers.
Participants are required to fill out the attached forms (Application for participation in the tender, qualification form (Forms of documents for qualification of applicants with applications in the form of LLC "Glavstroy-SPB specialized developer"), to attach an up-to-date extract from the register of SRO members.
Participants’ proposals shall be sent in the form of e-document signed by digital signature.
Participants who have been pre-qualified under this procedure will be invited to participate in the 2nd stage of the procurement procedure. This pre-qualification is not a notice of bidding and is not a public offer, the Organizer has no obligation to the suppliers who have participated in the request, including the obligations to conclude any contracts with the persons who sent their proposals.$
This preliminary qualification is not a bidding or a public contest in the understanding of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
The Organizer has the right to refuse to perform the procedure at any stage, without incurring any material liability to the Participants.
The Promoter reserves the right to extend and/or change the date of consideration of the Participants' proposals and the summary of the preliminary qualification.
