Comments:
This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure is also not a public contest and is not regulated by articles 1057-1065 of part two of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not regulated by the provisions of the Federal Law of July 18, 2011 № 223-FZ "On procurement of goods, works, services by certain types of legal entities", as well as the provisions of the Federal Act of April 5, 2013 as of April 5, 2013. Applicants who have provided an offer not on time and/or in violation of the procedures of the tendering company and/or who do not meet the selected criteria of valuation may be excluded from the bidding process. When bidding through an electronic trading platform, offers are not accepted by other means.
