Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
This request for proposals consists of 2 stages:
1. stage - collection of Technical Proposals (Appendices 2-6; 11) + Work Schedule (drawn up in free form) !!!;
2. stage - collection of Commercial offers (Appendix 7 of the "Commercial offer" and "SSR" tabs) + Resource lists of materials (Appendix 12).
Within the framework of the 1st stage, the proposal must consist only of the technical part (Appendices 2-6; 11), certified by the signature of the head with a stamp. In the technical part, the list and scope of work must be indicated and it is not allowed to indicate any information related to the commercial part (total cost, unit prices, payment terms, etc.). The offer must strictly comply with the data indicated on the electronic site. If there is a discrepancy between the data in the attached TP and the completed electronic form on the site, the electronic form has priority. In case of non-compliance with the above requirements, the TP will be rejected.
Within the framework of the 2nd stage, the proposal must consist of a commercial part (Appendix 7 of the "Commercial offer" and "CCP" tabs and Appendix 12).
The offer is valid for at least 180 calendar days.

Management Company METALLOINVEST LLC uses electronic document management (EDM) with its partners and clients in the Diadoc system (http://www.diadoc.ru) of SKB Kontur. Please note that other things being equal, preference can be given to a supplier using electronic document management systems.
In case of providing false information, a potential service provider may be removed from participation in the Purchase, and if the inaccuracy of the information provided is revealed after the conclusion of the Agreement, such Agreement may be terminated.
The procurement procedure is an internal procedure for the selection of the Contractor by the Company and should not be considered as a tender in the sense of Articles 447-449 of the Civil Code of the Russian Federation, and is not a public tender, which is regulated by Chapter 57 of the Civil Code of the Russian Federation.
The Company has the right to choose an Offer that does not have the lowest price, as well as accept or reject any Offer in whole or in part, as well as reject all Offers with or without explanation, as well as cancel the purchase at any stage, including after the selection of the Winner.
