The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The procedure is carried out in 2 stages:

I ask you, within the framework of the technical stage of the Call for Bidding, to provide a schedule of work for the entire volume of the PNN up to and including 2025, as well as a resource plan.

- for the 1st -technical stage are provided (Appendices 2-7). The proposal should consist only of (Appendices 2-7), certified by the signature of the supervisor with an impression of the seal. The list and composition of works should be indicated. It is NOT ALLOWED to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.
It is also necessary to consider the standard form of the Contract (draft Contract).
In case of providing false information, a potential service provider may be suspended from participation in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated.
- For the 2nd commercial stage, Appendix 10, Lists of equipment and materials are provided. In case of additional expenses not included in the estimate documentation (manufacturing, travel expenses, rental of special equipment, etc.), please provide a transcript of the cost with the calculation: accommodation, daily allowance, travel, calculation for manufacturing, etc.
The offer must strictly correspond to the data specified on the electronic platform. If there is a discrepancy between the data in the attached TA and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TA will be rejected.
1. When submitting an bid, it is required to provide completed appendices to the request and pass:
- general accreditation No. 178;
- accreditation No. 373 "Accreditation for occupational Safety and Industrial Safety";
From 07/01/2021, companies that have not been accredited cannot be selected as the winner of tender procedures.
- accreditation for the sustainable development of small and medium-sized businesses of METALLOINVEST Group of Companies - (No. 739, to be completed by suppliers included in the unified Register of small and medium-sized businesses)
- accreditation for the sustainable development of large enterprises of METALLOINVEST Group of Companies - (No. 800, to be completed by other suppliers).
- qualification selection according to the groups "Services on REIS" and "Services on SMR" (111, 169) No. 627.

2. The settlement conditions must be determined taking into account the payment day established in METALLOINVEST Group of Companies from 07/01/2021 – Tuesday.

3. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.

4 It is also necessary to consider the form of the contract (available in the biddocumentation).

The Company has the right to choose an Offer that does not have the lowest price, as well as to accept or reject any Offer in whole or in part, as well as to reject all Offers with or without explanation, as well as to cancel the Call for Bidding at any stage, including after selecting the Winner.

6. METALLOINVEST Group of Companies uses electronic document management (EDI) with its partners and customers in the Dyad system (http://www.diadoc.ru ) SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems (the form of the agreement is available in the bid documentation).

7. All questions and clarifications must be asked through the "Clarifications" tab of the ETP. Any questions are to be submitted via 'Request for Clarification' tab.

8. It is possible to adjust the POI and Requirements Specifications. In case of changes to the POI or Requirements Specification, the documents will be updated on b2b and additional information will be published in the "Clarifications" section.

9. The separation list of materials will be adjusted, including in terms of Call for Bidding of materials in stores-consolidators. Additionally, a newsletter will be made. Bidders do not need to contact the consolidator store on their own to price materials.

10. In the expert assessment of the Contractor's supply materials market, the contact details of the supplier organizations of materials and equipment are indicated solely for information and are not a public offer.
