11. The purpose of work execution:
- Replacement of outdated equipment and cable lines;
- Adding digital signal processing capabilities to the machine.

3. Basis for performance of works and terms of performance:
Capital overhaul budget for 2019 year.

4. Scope of work performed:
• Delivery of all necessary equipment for installation and commissioning, according to the project of the DAP 10227
• To replace the equipment according to the project of the DEP 10227
• Develop the necessary machine management software
• Make commissioning
• To ensure the fulfillment of the works connected with the stop of the line within ten calendar days.

The existing installation of KZH26 includes a mobile table with clamps, two cutters, loading and roll-out racks (Appendix № 1).
Algorithm of work: The electrode enters the loading rack, then rolls down to the table where it is clamped, the table moves the electrode front end to the router where it is processed, then the table moves on, where the electrode becomes the rear end to the other router and is processed . The treated electrode is then rolled down on the roll-out rack.



5. System Requirements
5.1 System Requirements in general
5.1.1 Requirements to the structure and functioning of the system;
The 5.1.1.1 of the automated control systems of the cutting machine should be built on a hierarchical principle and consist of two subsystems:
- Flow control Subsystem (head Controller);
- Data storage and diagnostics subsystem;
5.1.1.2 the purpose and composition of the flow control subsystem;
- Implementation of integrated management of all streams in automatic mode;
- Transfer of information to the data storage subsystem and diagnostics;
- Lock handling and system protection;
- Formation of an alarm about the violation of technological process;
- Choose the Flow Management option;
- Transfer of information to the storage subsystem and management.
5.1.2 Requirements to the qualification of the system personnel and its operation mode.
5.1.2.1 training of personnel operating ACS of the shop to be conducted at OJSC "EPM-Naz".
5.1.3 Safety Requirements
5.1.3.1 the equipment of the automatic control unit of the cutting machine for electrical safety refers to the installations with voltage up to 1000 v. At their installation, adjustment and operation it is necessary to be guided by requirements of technical documentation on sets of system, requirements of acting pue, Ptee and Mppbei at operation of electric installations.
5.1.4 Requirements for ergonomics and technical aesthetics.
5.1.4.1 methods of interaction of personnel with devices of display of information (diagnostic panel) should meet the following requirements:
- Images on a personal computer monitor should not be saturated with information and a variety of colors. The main background of the images should be not bright and chosen from the "calm" color scheme;
- Warning and alarm alarms should be accompanied by flicker and change of color of digital values, background, graphic objects in the image, audible alarm and the personnel to be acknowledged;
- All messages and inscriptions must be in Russian, except for symbols accepted in system diagnostic messages.
5.1.5 Requirements for operation, maintenance, repair and storage of system components.

5.2 Requirements for functions (tasks) performed by the system.

5.2.1 List of functions of subsystem, tasks or their complexes.
5.2.1.1 the flow control subsystem should perform the following functions and tasks:
- Set the flow of material through streams;
- Realization of local, or automatic modes of system operation;
- Collection and processing of information from actuators, signaling devices and sensors;
- Implementation of locks and protection of the system;
- Formation of warning and alarm system;
- Diagnostics of the equipment condition of ACS TP;
- Transfer of information to the data storage subsystem and management;
5.2.1.2 The Flow control subsystem (the head controller) should perform the following functions and tasks:
- Formation of information from subsystems of control of streams for transfer on a diagnostic panel;
- Transfer of information about the parameters and state of objects in the storage subsystem and management;
5.2.1.3 the data storage and diagnostics subsystem should perform the following functions and tasks:
- Reception from subsystems of management of information flows about technological parameters and condition of objects;
- Real-time status display of technological objects;
- Display and registration of the measured technological parameters;
- Emergency and warning alarm output;
- Maintenance and storage of the database on the state of objects, contingencies and emergency situations;
- Granting of access to the information to "clients" through the General Factory information network;
5.3 Requirements for types of collateral.
5.3.2 Requirements for System Information support.
5.3.2.1 requirements to the composition, structure and method of data organization in the system. Information support should include the following categories of data:
- Current values of the measured technological parameters entering the system as a result of survey of sensors and primary processing of information;
- Estimated values of technological indicators;
- Manual process and hardware settings
5.3.2.2 Requirements for information exchange between components of the system.
The information system should allow to work at the rate of process flow with minimum delays, as well as high reliability and efficiency of storage, processing and analysis of accumulated data.
5.3.2.3 requirements for the use of standardized documents and classifiers operating in the enterprise.
The reporting documentation on the results of the work of the cutting machine should correspond to the existing documentation in the company, for this purpose the customer must communicate his requirements for the execution of the reporting documentation to the developer at the stage of working System design. For newly developed forms of reporting documents their format and content should be agreed with the customer at the stage of working design of the system.
5.3.2.4 requirements for the application of database management systems.
The ACS TP should use generally accepted database management systems, oriented towards the perspective development, having available software for their processing.
5.3.3 requirements to the linguistic maintenance of the system.
To program management tasks, the technological programming languages of controllers should be used. These languages must meet the requirements of international standards.
When developing a personal computer software, standard application development tools that use high-level programming to a minimum should be used.
Forms of presentation of information should be standardized and convenient for perception. All messages and inscriptions must be in Russian language.
5.3.4 Software requirements.
5.3.4.1 the software should be built so that the absence of separate source data does not hinder the operation of the system and would not affect the operation of those functions of ACS, in the implementation of which this data is not used. The software must have a means of diagnosing the technical means and verifying the authenticity of the input information.
5.3.4.2 software development tools should allow updating of hardware of personal computers and installation on them of new versions of operating systems.
The controller application development system should ensure future operability with the models of the processor modules produced by the manufacturer.
5.3.4.3 the software should include:
- Continuous operability and manual restart if necessary;
- Short reaction time to events occurring in a controlled technological facility;
- Possibility of further development at expansion of structure of technological objects and their modernization.
5.3.4.4 the software must be licensed.

5.3 Composition and content of the work on the system creation.
Composition, content of works on creation of ACS and terms of development are stipulated in the schedule of work execution, which is an appendix to the contract on performance of works.

5.4 The procedure of control and acceptance of the system.
5.4.5 the scope and methods of testing the system and its components.
5.4.5.2 The following test methods shall be performed for the automated control systems of the trimming machine:
- Testing of each subsystem separately;
- Complex testing of the whole system;
5.4.5.3 the test of each subsystem shall be carried out in the following order:
- Testing of all connections to the technological objects of this subsystem;
- Testing of communication channels for realization of functions of the given subsystem;
- Testing of the data storage subsystem and diagnostics on completeness and correctness of functions and on conformity to requirements of ergonomics and technical aesthetics.
5.4.5.4 Complex testing of the automatic control unit of the cutting machine shall be carried out in the following order:
- Testing of data storage subsystem and diagnostics as a means of control of technological process;
- Testing of communication channels for complex reception/transmission of signals.
5.4.6 General requirements for the acceptance of works.
The results of testing and acceptance of the automated control systems of the shop into operation must be documented by the protocol requirements.
The list of documentation to be developed at the individual stages of the system design is presented in table 1.
6. The list of documents provided in the BOP and PB for registration of orders for the production of works by contracting organizations.

6.1 A copy of the certificate (SRO) on the right to perform this type of work;
6.2 A copy of the safety briefing from the briefing journal. Por, PWP or RTI;
6.3 Copy of the certificate of attestation of workers on labour protection;
6.4 Copies of certificates of attestation of labour protection and general requirements of industrial safety. At performance of works on gas, on vessels working under pressure, with use of GPM, lifts (towers), in electroinstallations, carrying out of firing works-copies of certificates on each kind of works;
6.5 Medical admission of personnel;
6.6 Copies of certificates of gas-electric welders, slings, operators of cranes, lifts (towers). For gas-electric welders-copies of certification protocols on fire-technical minimum;
6.7 All employees of the contracting organization, including managers, are required to undergo induction training in Ootpbigo before the registration of the clearance order (with a proof of identity and age). All employees must have certified clothing, footwear and other personal protective equipment required to perform this type of work.
Note: If any document expires, the clearance is not issued until a new document is provided.

7. Requirements to the executor.
7.1 The executor must have the necessary production and human resources to perform this work and be a member of the Self-regulatory Organization (SRO).
7.2. Lifting mechanisms, equipment, tools for dismantling and installation and mechanisms for loading works are provided by the executor.
7.3 The Contractor shall provide the vehicles for the supply of materials and equipment from the customer's warehouse, garbage disposal and scrap metal.
7.4 Electric welding equipment, equipment for gas cutting and welding, consumables are provided by the executor.
7.5 To have the certification of the head, the ITER and the executors on industrial safety and labour protection at the OPR.
7.6 Ensure the implementation of HSE measures, safe methods of work on site.
7.7 provide documentation according to annex № 1.
7.8 The executor in his commercial offer shall indicate the procedure for payment of works and other conditions.

8. General requirements.
8.1 Before the tender the executor should familiarize with the existing project and the operating equipment directly at the factory.
