2. Bid submission is carried out in two stages:
a) at the preliminary stage, the appendices containing the technical part (Appendices No. 2-6, 6.1) are filled in and certified with the signature of the supervisor with the seal impression;
b) At the main stage, the commercial part is filled in (Appendix No. 7 and Appendix No. 9) and certified by the signature of the head with the seal impression.
In the technical part, it is not allowed to indicate any information related to the commercial part (total cost, unit prices, payment terms, etc.). If necessary, separate documents of the technical and commercial parts of the Technical and Commercial Proposals may duplicate each other, provided that such documents in the technical part of the Technical and Commercial Proposals will be presented without specifying prices, and in the commercial parts with prices. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected. It is also necessary to consider the standard form of the contract and, in case of disagreement with the proposed form of the contract, when submitting an bid, it is necessary to provide a protocol of disagreement. I would like to draw your attention to the fact that an additional clause will be included in the Contract: 2.3.17. The Contractor is prohibited from involving persons who are not in an employment relationship with the Contractor in the performance of Work under the Contract, including persons prohibited from engaging in Work under the Contract under the contract (paid provision of services) and other civil law contracts.
If the Contractor engages a subcontractor to perform Work under the Contract, the Contractor is obliged to ensure strict compliance by the subcontractor with the requirements provided for in this clause of the Contract, in terms of involving only persons in labor relations with the subcontractor. The Contractor is responsible for non-compliance with this requirement by the subcontracting organization.
