This competitive procedure for the preliminary selection of a Supplier is directed in accordance with the Tender Regulations of the Tender Organizer within the framework of the procedure for requesting commercial proposals, which (like the pre-selection procedure of the Supplier itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all Proposals received for any reason or terminate the selection procedure at any time without explanation, without incurring any responsibility to the Participant.
2. The tender organizer reserves the right to choose several winners, dividing the delivery of the specified quantity of goods at its discretion and without explanation among several potential suppliers participating in the competitive procedure
